Proposal for consideration as Nigeria continues to seek a common ground under which her Nationalities can coexist peacefully. This proposal was first presented at the 3rd Edo Okpamakhin Conference held at Edo House in Chicago, Illinois, USA on July 17-19, 1998. The proposal was again revised and unanimously adopted following the July 2004 Convention, held in Boston College, Cambridge, Massachusetts, USA.
